Mark Baines

Chief of Staff

As Chief of Staff, Mark is a senior executive who supports the CEO and top leaders by driving strategic priorities, managing cross‑functional initiatives, and serving as a central communication hub across the organization.  Duties include overseeing operations, back-office support, coordinating leadership workflows, managing strategic projects, and preparing executive communications.

 

Within Hui Huliau, Mark also currently serves as the President of Advanced C4 Solutions (AC4S) and International Construction (ICI).  He previously served as Chief Operating Officer, Chief Strategy Integration Officer and Executive Vice President of Business Development.

 

Mark held numerous command and leadership positions during a distinguished 30-year U.S. Military career, including Commandant NATO School, Oberammergau, Germany; Deputy Commander, 5th Signal Command; Brigade Commander, 21st Signal Brigade; and Presidential Communications Officer.

 

Following his military retirement, Mark became President of Seneca Solutions. He holds master’s degrees in both Organizational Administration and National Security.
