GSA 8(a) STARS III Contract
8(a) STARS III, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements. Pono Aina Management, LLC is a prime contractor under 8(a) STARS III.

Pono Aina Management, LLC (PAM) is an SBA certified 8(a) company and a wholly owned subsidiary of Hui Huliau, a nonprofit 501(c)(3) Native Hawaiian Organization (NHO).
PAM has a broad set of capabilities and provides services and support to several government agencies, including the Department of Defense (DoD) and the Department of State (DoS), both within the Continental United States (CONUS) and outside CONUS (OCONUS). DIRECTED/SOLE SOURCE
As a subsidiary of a Native Hawaiian Organization (NHO), Pono Aina Management, LLC (PAM) is eligible for directed/sole source orders of up to $25M contract value for non-DoD agencies and $100M for DoD agencies. A justification and approval for other than full and open competition in accordance with FAR part 6.3 is not required for orders under these thresholds.

CONTRACT SPECIFICS

The 8(a) STARS III GWAC ordering period is a five-year base with one three-year option. This ordering period began on July 2, 2021 and goes through July 1, 2026.

The ceiling for 8(a) STARS III is $50 billion.

8(a) STARS III allows for fixed price, time and materials, labor-hour or a hybrid blend of these task order types.

The contract access fee for the 8(a) STARS III GWAC is .75%, the same as GSA Schedules.

The contract includes two sub-areas, one for emerging technology and one for OCONUS requirements.

ORDERING FROM STARS III
The ordering period for 8(a) STARS III began on July 2, 2021. The Master Contract ordering period is one five-year base period with one three-year option period. Per FAR 52.217-9, the three-year option period is a unilateral government right and is not guaranteed. The period of performance (PoP) for each Order issued against the Master Contract must be specified in the individual Order. Orders may only be issued during the Master Contract ordering period. SCOPE OF AWARDED CONTRACT
The 8(a) STARS III GWAC scope provides Federal agencies with customized IT services and IT services-based solutions, both commercial and non-commercial, as defined in the Clinger-Cohen Act and FAR 2.101. Customized IT services-based solutions can be tailored to meet an agency’s particular mission needs and may include new and emerging technologies that evolve over the life of the Master Contract. The principal nature of any resulting Order must be for IT services; however ancillary support may be included when it is integral to and necessary for the IT services-based effort. Services may be performed at Government and/or Contractor locations worldwide, as specified in each Order.
